The courts interpret laws which police officers enforce in the community and, at times, these interpretations will have a dynamic or dramatic effect on how law enforcement is allowed to interact within the community.
Laws are ever changing. While it must be understood that laws are made with the purpose and intent of providing protection to all, the implementation and enforcement procedures of various law enforcement agencies and some of their personnel may be such that there is a strongly disparate application of these laws where people of color, low income and the poor are concerned.
