Descriptive Tasks/Responsibilities for Position

ESSENTIAL DUTIES AND RESPONSIBILITIES: The essential functions/duties and/or responsibilities listed below are intended only as illustrations of the various types of work that may be performed. Operates a police vehicle to patrol the city. Maintain continual observation of areas patrolled for evidence of illegal or irregular activity and take appropriate police action.
Patrols an assigned area for the prevention of crime and enforcement of laws and regulations, familiarizes himself with all areas of the community, learns to recognize suspicious and criminal behavior, and concentrates his/her patrol efforts in areas that will deter potential criminal acts; provides public with visibility to encourage contact with police in the prevention of crime.
As required, make arrests or detain suspects, employing a level of physical force necessary only to control individuals as warranted under circumstances; handcuff and search individuals; advises individual of Miranda Warnings and transport to appropriate detention facility.
Processes prisoners, including booking, fingerprinting, property inventory, and confinement; administers breathalyzer unit to detect intoxication, escorts prisoners to court, and appears in court to provide testimony; serves subpoenas, provides escort and guard services for parades, funerals, and public meetings.
Use portable or car-mounted radio transmitters/receivers, cellular telephones, and pagers to exchange job-related information.
Enforces motor vehicle operating regulations; apprehends violators; issue warnings or citations; make arrests or take action as warranted by the circumstances.
Directs traffic, facilitates in the efficient and safe flow of pedestrian and motor vehicle traffic; identifies and reports traffic hazards, provides tourists and visitors with information and direction, ensures safety on public streets; operates radar to discourage speeding on public roadways. _______________________________________________________________________________________________________________

Responds to emergency calls, including traffic accidents, public or private altercations, robberies, burglaries, thefts, industrial or home injuries, or death investigations and other related emergency calls; responds to radio messages or telephone instructions and appears at the scene of emergencies, disorders, or crimes: responds to public requests to provide assistance, protection, security or temporary care for situations which are dangerous or threatening; responds to crimes in progress, sounding alarms, and other indications of conditions warranting immediate police presence.
Respond to personally sensitive calls such as family disturbances, missing persons, and domestic altercations. Exercise caution for personal safety and safety of others at scene; take appropriate steps to calm the parties, as necessary, to resolve the immediate situation.
Appears in court as an arresting or witness officer to present evidence, facts, and testify against persons accused of crimes.
Meets with merchants and residents to assist in preventing crime; educates the public on crime repressive methods; encourages public communication with police; receives and relates information relating to criminal or suspicious activity.
Enforces local ordinances including bicycle safety requirements, motor vehicle, (cars, moped, bicycle, motorcycles) and noise restrictions; enforces all state traffic laws; enforces laws of the State relating to criminal violation; issues local citations, traffic summonses, and violations as required; executes arrests for criminal violations.
Prepares detailed reports on all official duties and activities including enforcement actions, criminal investigations, traffic activities, non-criminal services, complaints, police services rendered to the public or to other criminal justice agencies.
Investigates complaints and reports of all criminal behavior, and other public hazards or risks; initiates investigative activities upon discovery of suspicious circumstances, interviews suspects, witnesses, victims of crime; collects data, assists victims, returns recovered stolen property.
Participates in general and specialized training activities; attends roll call training sessions, continually upgrades knowledge of laws, police practice and related court decisions through on-going in-service training; receives specialized training as required to provide emergency, critical services expected of police by the public; qualifies with firearms to ensure proficiency with all weapons used in the performance of duties.
Initiate positive, consensual contacts with community leaders, school and business representatives and other citizens.

Requirements

QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and Experience:
United States Citizenship and at least the minimum age of twenty-one (21) years.

Graduation from High School or GED with an Associate’s degree in Law Enforcement is highly preferred.
Successful Graduation from the RI Municipal Police Academy.
Possession of, or the ability to obtain a valid Rhode Island State Driver's License; a driving record free of significant or serious moving violations.
Personal record free of any crimes or convictions for crimes involving moral character such as theft, dishonesty, or history of regular usage of illegal/illicit drugs, etc.
Knowledge and Abilities:
Ability to prepare clear and legible written reports; ability to explain content of the law to persons involved in a dispute, describing the process of filing a formal complaint, the extent of law enforcement powers, the responsibility of citizens to follow prescribed legal procedures, and inform those involved of the law applicable to their situation and their alternatives or refer to employee of higher rank; ability to satisfactorily complete in-service Field Training Officer program and to maintain the methods, procedures, and techniques of law enforcement work; ability to acquire and display skill in the use and care of department approved firearms and conditions under which they may be employed in accordance with department regulations and policy; ability to meet firearms qualification standards set by Department; ability to physically control persons resisting arrest; ability to memorize and recall detail (i.e. names, faces, incidents, and license numbers); ability to maintain composure and self-control under adverse conditions (i.e. public harassment, ridicule, critical injuries, and death); ability to cope with situations firmly, courteously, tactfully, and with respect for the rights of citizens; ability to perform duties and maintain personal conduct, attitude, and appearance that conform to strict policies, procedures, discipline, and within a "chain of command" management system; ability to maintain good physical condition commensurate with the abilities required to effectively perform the duties of the position; ability to maintain rotating work shifts; ability to establish and maintain effective working relationships with other public; ability to use computers and to write clear, accurate and grammatically correct reports. as well as the ability to follow oral and written directions.
WORK ENVIORNMENT: While performing the duties of this job, the employee is frequently required to sit and talk and hear. The employee is required to stand; walk; use hands to finger, handle, or operate objects, controls, or tools listed above; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste and smell.
The employee must occasionally lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
